When is it okay to use the word "DEAR"? Part - 1

I was visiting with a friend the other day when I mentioned to her that someone had been calling me "dear". For some reason that made me feel a little bit uncomfortable. Then the more I thought about it I realized, from time to time, I call people "dear," usually a female. So, I was explaining to my friend that I thought I had been making people feel uncomfortable by calling them "dear."
